Role Purpose:

The Bid & Business Development Manager will lead DFL’s pre-construction bid submissions, tender management, and business growth initiatives. This role is pivotal in identifying new opportunities, managing high-quality written tenders and PQQs, and developing long-term client relationships across public and private sectors.

The ideal candidate will bring a proven track record of bid success, an in-depth understanding of E-Tenders and public procurement frameworks, and the ability to coordinate multi-disciplinary input across estimating, design, commercial, and site teams.

Key Responsibilities:

Bid Management

  • Lead and coordinate all pre-qualification questionnaires (PQQs), tender submissions, and framework applications in line with E-Tenders and Office of Government guidelines.
  • Develop high-quality, compelling written content that clearly communicates DFL’s strengths, value propositions, and compliance credentials.
  • Manage and maintain a central bid library of standard templates, project case studies, CVs, accreditations, and policies aligned with ISO 9001/14001/45001 Integrated Management System (IMS).
  • Prepare and coordinate responses for Design & Build, Turnkey Housing, Healthcare, Industrial, and Fit-Out tenders.
  • Liaise with estimating, commercial, and technical teams to ensure accuracy of cost, programme, and technical information.
  • Oversee bid review, sign-off, and submission processes ensuring quality and compliance with tender instructions.
  • Maintain up-to-date knowledge of industry trends, public sector frameworks, and procurement opportunities.

Business Development

  • Identify and pursue new project leads and partnership opportunities in line with DFL’s strategic growth plan.
  • Build strong relationships with key stakeholders — including local authorities, approved housing bodies, government agencies, architects, consultants, and private developers.
  • Coordinate early engagement meetings, presentations, and capability statements to strengthen DFL’s market position.
  • Work closely with the Commercial Director to target strategic framework positions and new market segments (e.g., healthcare, pharma, education).
  • Track, analyse, and report on tender success rates and pipeline performance to senior management.

Pre & Post Construction Integration

  • Collaborate with project and commercial teams during early design and planning phases to ensure bid promises are deliverable and aligned with ISO standards.
  • Support post-tender negotiations and contract award procedures.
  • Assist in preparing marketing collateral, client presentations, and project handover materials for completed schemes.

Required Experience & Qualifications:

  • Minimum 5+ years’ experience in Bid Management or Business Development within the Construction or Civil Engineering sector.
  • Proven track record of managing and winning tenders via E-Tenders, OGP, or other government procurement portals.
  • Strong technical writing and editing skills — ability to produce clear, persuasive, and compliant bid responses.
  • Familiarity with public works forms of contract (PW-CF1–CF6) and RIAI / JCT contract frameworks advantageous.
  • Experience working within ISO-certified environments (9001/14001/45001) and maintaining compliance within IMS frameworks.
  • Excellent communication, organisational, and interpersonal skills.
  • Proficiency in Microsoft Office Suite, Adobe InDesign (advantageous), and document management systems.
  • Degree-qualified in Construction Management, Quantity Surveying, Business, or Engineering (preferred).
